These are some reasons why he would say it:

1) He doesn't believe in love
2) He is not looking for a serious relationship
3) He has a picture in his mind of his 'dream woman' and he hasn't met anyone that fits the criteria
4) He doesn't want love to get in the way of his lifetime goals

The clearest message in the phrase is, "I am not interested in you"

It sounds like the speaker is saying he does not love someone. It seems a bit non-committal to me. This is a guy that isn't ready for a relationship.

Meaning depends on context. He may be saying that in a relationship he likes to take it slow Or, in a general context, he may be saying that he doesn't feel close to anyone at all.

sounds like he means he doesn't feel love in his current relationship, or feels he has no hope at the moment of finding love - possibly due to being hurt.

I would take a comment like that to mean, he doesn't have someone special in his life, or he doesn't want someone in his life right now.

he plans on being promiscuous, and no commitment, just being a manslut. He doesn't want to fall in love any time soon!
