Both parties have to go to the marriage license office - together and sign for a certificate. Then, you have to wait 24 hours to get married. They are only open during regular business hours M-F 8-5 (I believe those are the hours) and you have to be there at least 45 minutes before they close for the day to get married. You can, though, find a certified person to conduct your ceremony (there is a list on the marriage license office's website) for pretty cheap. We had ours done for $200 and it was same day. Also, you must pay all fees with a money order or certified check. Good luck.

The Church doesn't want a NEW license...unless you have neglected to tell them that you've already been married in a civil court. Bring the existing marriage license, and the priest will help you get your current marriage convalidated (or "blessed").
