cc is the displacement of the pistons. I don't thinl you can associate bhp (brake horsepower) with mileage. bhp is the horsepower at the output shaft of the motor or engine generating the power. In other words, without power robbing devices like the transmission, alternator, etc., attached. It is the raw power of the engine.
Since accessories can vary, I'm not sure associating bhp to mileage is applicable.
