Currently, the state of California permits domestic-partner registration that is similar to civil unions found in other states. This grants "same-sex couples all state-level rights and obligations of marriage—in areas such as inheritance, income tax, insurance and hospital visitation" but does not apply to "federal-level rights of marriage that cannot be granted by states."

No. There are places that have a Civil Union Registration but they do not provide the majority of the rights afforded through marriage and have no Federal recognition.
At this particular point the only State that allows same-sex Marriage is MA and even then it is for residents of MA only.

No, the only state is Mass. for gay marriage. It is legal in Canada, Spain, South Africa, Belgium, Denmark, the Netherlands. It will soon be legal throughout the EU within two years per pending legislation.

It was okay for a few weeks back in 2005, when couples ventured to San Francisco to get married. I believe this was overturned in late 2006 stating that gay couples have not endured any violation in their fundamental rights, because it was not a right to begin with.

It is not legal or recognized in CA, I know at one point many people were quite hopeful since they were allowing same sex marraiges.. but that only lasted about a week and then they were deemed illegal..

Asking for your cousin, huh? Well, all right, to answer your question, I believe it is NOT legal for same-sex couples to wed, although it was for a short while back in 2005. Just review the article from the Washington Post below.

No, not marriage but they can get domestic partnerships which are almost identical to marriage except in a federal sense.

It is not. The only state in US that currently permits such marriages is Massachusetts.
