the biggest problem regarding mass housing would be affordability. the minimum wage of filipinos are only enough for food, clothing and education but shelter will always take a back seat. there are some non-governmental organizations that support low cost housing but they have unwittingly weaken the structural integrity of the houses by doing away with the building code.

The one major problem is that they don't conform to western standards. When building a house, they use 1/4 inch rebar - not 3/4 inch like in Taiwan. No building inspections... you just build your own house on a little 2 bit property, or worse yet, 5 feet from the railroad tracks. Squatters are encouraged by the law where you're not the lord of your property, but have to negotiate and find the squatters another place to live. Foreigners are not allowed to own property - that's why everything is in my wife's name. The Filipino bathrooms are a total disaster, and believe it or not, the worst filthy dirty bathroom that I have ever encountered in the world, was in the Bureau of Quarantine in Manila.

...the major problems in housing projects are the following:
- place..it's far from the central business distric area where the people get their living.....
- the waste disposal....of course putting up a housing is not that easy, considerations on environment matters is also needed..
- Affordability....since average of the filipino families are under the middle-income family or the poor....

the corruption of government from all branches , that the biggest problem in our housing , that why most filipinos cannot afford a decent own home.

in cities, most mass housing projects intended for the lower income bracket are government-funded. issues are sustainability, maintenance, responsible ownership, urban sprawl, etc.
