they don't all expect their homework to be done, some of them just need a pointer in the right direction or an explanation. At least while they're asking for help they're making some attempt to do the work. I ignore the questions that blatantly expect essays to be written or that produce an extensive list of questions to be answered, but if I feel I can help some of them then I'd rather do that than have them not bother at all.
And maybe some of the teachers handing out this work need to equip their students a whole lot better, or at least be more accessible to deal with the issues some of them are having problems grasping?

Because there are enough readers willing to help out and whilst some students may be lazy I do think that others are genuinely baffled by what they've been given
That said then they may as well be given at the very least a reference source than remain in ignorance and get nothing done at all.

Because the USA Public School system is is a mess. Teachers should not hand out Homework Assignments without providing students with the tools to work out the answers.
