There are only a few sites that give you a couple of FREE ringtones, then they may not be want you want. Next time you buy a phone get a phone with a memory card in it. Then you should be able to learn how to put music files in your ringtones.
I have the Sprint PPC 6700. It is Windows based. I have a 30 second recorder on it. I found out by accident that when I record music on it, I can then put the file in the ringtone section and , viola, I got my own custom, up to 30 seconds, ringtone. Now I plan to get a recording of each person to say, twice, for example, "This is Gloria calling, pick up the phone" and that way I got Audio ID. You can buy a program to play certain ringtones for a certain number and my phone already has the picture calling ID program on it.
Anyway, you did not mention which phone you had or model. I have certain sites for certain phones that you can get a couple of ringtones for free but that is it. If you have a windows based device I can tell you where you can get 10 free ringtones and 4 free games and more.

Actually, the key is you should have a phone capable of multimedia capabilities and connection with your computer (irDA or Bluetooth for example).
Just look around all through the internet and you'll eventually find free "midi" files (if you're interested in polyphonic melodies) or you may find mp3 or aac files; hell, you can even send your mp3 songs from your computer to your cell phone and you can use them as ringtones.
But for example if you want a specific part of a song to be your ringtone, you should use third-party audio editing programs.
I may sound a bit confusing but believe me, I never paid money for that stuff. Because I have everything I need in my computer, and I can send them to my phone.

You should check out mymp3tone.com. This is a free service that allows you to upload any mp3-file and create a ringtone from it. It is still in beta, but worked fine with me.
You have to send one ordinary sms to register and access your ringtone through a personal wap-portal. No string attached as far as I can see

there is a program that you break down the song you want but i don't know if that is legal. the program you want is - http://audacity.sourceforge.net/ -
it is completely free and you can cut the song down to 18 sec. that is the max for most phones if you have a razor you can do it the easy way ether 1. use blue tooth that has a U,S,B, jack. This way all you have to do is plug in the jack and download right to the phone.
2. Use a U,S,B, cord and hook up your phone.
but i do know that the program does send in mp3 formate or WMA. they have other plug-in's for the program.
The choice is yours.

http://www.limewire.com/ is the most used free file sharing site. make sure you have anti virus running before swapping any files. the free edition of avg available from http://free.grisoft.com/freeweb.php/doc/2/ does a good job. once you have installed limewire do a search for limewire pro. then install this and delete the original. pro is faster.
