Whoever Vince chooses to put the belt on, and whom he feels able to carry the company and draw financially. Back in the days of Summartino and Graham, if the champ drew fans and big money, then business boomed. But if the champ was a dud back then, and never got over (as a face or heel), business suffered.
Now, that isn't really the case, as the load isn't all on the Champ to draw. There are other people on the show to help share that load.
And to answer the question...To borrow an oft-used quote from Terry Funk: "It's not about who is the best, but about who the promoter thinks is the best."

It'll probably be HBK, but if not, Cena's next challenge (his last in this reign as champion) will come from The Great Khali.

i think Undertaker and HBK will be the next champions I would also look for someone to get the ECW title soon

The Undertaker will beat Batista and win the belt at Wrestlemania. He has to be getting pretty close to retiring. I bet they want to him to have one more solid run as the champion.
