The Locanda Arco Antico is a lovely residence in the San Paulo district which is very near to the Rialto bridge. Try www.venere.com for great Venice accomodation at good prices.
February is also Carnivale time in Venice so there's usually lots going on.

Hotel Carlton is amazing.
It is not only gorgeous, but the staff is very helpful, friendly and they speak really good English.
