that is a really easy costume. i have made costumes from anime conventions and i suggest you head down to a good will and look at the coats there. they have coats that look kind of old fashioned like the one in the picture. i have never bought anything second hand so i would clean it thoroughly if i were you.

the shirt you can get from anywhere like kmart or something and try to like wear it out by not ironing it and crumbling it up so it will look older. then lightly steam it so get out most of the wrinkles but hopefully still have the weathered look.

the pants are also easy. just get the size a little bigger so you can pull it up that high (the belt should hold it up).

you can probably find a belt like that at good will as well. and if all else fails check ebay.

for the gun i recommend you get an airsoft replica of it. such as this one:
