Dinner!
If not, bake a cake or biscuits, I swear, not enough blokes do this. My sisters other half did it for her birthday last year, the most appreciated present she was given.
You could easily make a fabulous cake as a dessert, do a spaggi bol or something simple but impressive for main course and a melon starter. Simple.
Make a card, easy, you can cut out pictures from old cards, use feathers and stickers, felt tip pens, whatever you have lying around.
Write a poem, print it out in a pretty font, decorate it and frame it so she can keep it on her bedside table. You don't even have to write the poem yourself if you're not that way inclined!
By some pretty beads, jewelery thread and a fastening, make a necklace.
If I think of anything else I'll add it later :)

Well this is goin to be right up your street as your budget is about the same as mine. For a card go to moonpig.com or personalisedmetoyou.com either will allow you to design a specific card just for your Mrs. It cost me £3.47 and for that i had a photo of the two of us imprinted onto a me to you bears card with all the words in fancy print, that i had wrote myself very, professionally done and it came the next day, and to top it off make her a CD with all her favourite love songs on it that maybe mean something to her and that will still leave you with about £6.40 in your pocket to maybe do a bet at the weekend, all the best and good luck

Just don't get flowers! I mean it's hardly original.
£10 towards the holiday of her dreams or £10 on lottery tickets. £10 towards a slap up meal. £10 in all fairness won't get you far nowadays sadly.
Best of luck and have a great time.

Go down boots and print out some of your favourite pictures of the two of you and bung them all in a clip frame.

just make her something to eat - a nice meal, candles and maybe a small bunch of flowers and your all set. If she doesn't like that then shes far too fussy !!
