Believe it or not you can call the cops out and make a complaint and the cops will talk to the Parents and if it still happens you can press charges against the parents. I've see this happen and doing this made it stop...

If you have already talked to the 'bully's' parents, then take it to the school. They must act on this problem. If they do not, then you can press charges against the school for NOT acting and also against the parents of the 'bully'. Good luck.
Be sure to get all information you can from your daughter of what is happening and maybe why it's happening.
Acts like this can be very traumatic to a young child. Hopefully you get this problem resolved.

Do you know a police officer, or do you know someone who does? Wherever it is that your daughter is being accosted by this bully, I would have that policeman/woman stay out of sight, but in an area where he/she can watch what happens. As soon as the boy begins to bully your daughter, the policeman/woman would approach the boy and give him a lecture on harrassment, assault and battery, letting him know that it's an arrestable offence... and then bring him home to his parents and tell them what the policeman/woman saw (not arresting him of course, but the kid won't realize that).
Coming from you it might not raise a red flag to his parents, but coming from a cop.... no one wants to see their kid brought home by the cops, especially as young as 10 years old.
Even if you don't know a cop or know someone who does, perhaps you could speak to the local beat cop nearby where the boy bothers your daughter and ask for their help? Good luck!

If you live in the USA, talk to the school principal about it.. or perhaps file a complaint with the local police if it is happening outside of school... do not make the complaint against the boy.. but against his parents for not controlling him...
And.. invest in some self-defense classes for your daughter.

Where is this happening? What adult(s) are in charge of these children at the time? If it's at school, meet with the principal. Explain your concerns and present him with a letter, outlining your expectations. Explain clearly and calmly that you will not tolerate any future episodes and will consider any such the result of negligence on their part.
If there is another instance, get a lawyer.

Go to the school principal NOW, tell him you are going to the police to file a complaint, every minute you wait, your daughter is in danger and being traumatized.

I would talk to the parents AGAIN
Tell them if it doesn't stop you will
take it to the proper authorities.
If its at school contact the principle
DO what you have to do to protect your daughter.
