Some men just can't grow normal facial hair. My brother is 30 and has never been able to grow a decent beard or moustache. Don't worry about it. It doesn't say anything about your manhood (which I am guessing is your main problem with it).

It may have to do with your genes; the line of people your parents descended from.
Typically, Indians, Asian & European (Swedes, Norwegian, etc) have less hair while others tend to have more hair.
Actually, where I live, having a beard & not having a mustache is in style! It probably looks good on you.

not enough testosterone.
some men have low level of the testosterone hormone and there are also girls who have an abnormally high level of this hormone and because of this they have more hairs than usual growing on their bodies and faces.
