Try charity and second hand shops - you might be able to get some vintage original ones. Otherwise you could try ebay as you can pretty much get everything you want on there. You could also adapt a 'normal' pair - either you could do it or take them to a tailors - cut up a leg seam on each leg and add an additional bit of material in to make the flare. Good luck.

Try the vintage shops in your town. Exeter, near where I live has a few. If they can't help, get a pair of not so flared ones, cut the outside seam from the hem to about the knee, and sew in a triangular panel. You can match this to the fabric of the jeans, or use contrasting fabric for extra effect.
