Cutting the toenails doesn't prevent one from growing inward if you cut the nail too short, or wear shoes or socks too snuggly against the nails. If your toenail is shorter than the end of the toe, then it is too short and pressure is being placed on the nail edges. If this is the case, then one side of the nail or the other will be extremely sensitive, and possibly red or inflammed looking. If the nail is long enough, you can cut a "V" shaped notch in the very center of the nail to relieve the side pressure somewhat. Then soak your foot in nice hot water for a bit, and try to pry the edge of that nail ingrowing up a little. Sometimes you can get a small bit of cotton wool underneath it to life and hold it up out of the skin, which will help encourage it not to grow into the skin. You will need to continue to replace this bit of cotton daily, and soak the foot to keep that skin softened, as well as slightly lifting the nail a bit each day. Let the toenail grow out until it is at least even with the end of the toe, and cut the nail off squarely- not rounded, and not shorter than the toe tip. When you put on socks, be careful to not pull them snug against the toes, and make certain your shoes give your toes wiggle and breathing room. I used to work for a podiatrist, and he said the majority of his patients wore shoes about a half size too small- and ladies were worse, sometimes wearing a full size too small or more. His guidance for shoe toe width was to be able to spread your toes apart slightly and comfortably, and to have at least a thumbs width of space between your toes and the top of the shoecap. Anyway, if the home remedies don't head off the trouble, you will have to visit the doctor for a more invasive cure. So I suggest trying to encourage the nail to grow out correctly first. If it does get infected, you'll feel it and see a white spot appear on the side of the nail. At that point, you will have to seek a doctor's attention. Don't wait, because it won't go away and it won't get better on it's own. And the longer you wait, the worse the cure will be.

If you do not see any redness or swelling around the toenail, then it could be a sign of gout. It is very painful. Sometimes it can get to a point where you can barely walk. Your doctor can prescribe a medicine that will get rid of it.

if you have an ingrown toenail then soaking your foot in warm salt water helps for me and it's nice and relaxing too!
