It takes energy to change from a liquid to a gas.

Liquids fill an open vessel and occupies a fixed volume (unlike gas) because the molecules are attracted to each other filling all voids. It takes excess energy (in the form of heat) to cause the molecules to separate (break bonds) and enter the atmosphere. Of course on a hot day there is far more heat energy available to enter the liquid and energize the molecules to 'vaporize' them.
