Is it the same as a feather boa?

It's a decorative hair piece with feathers worn by women.

How on earth did I know that...?

A feather boa is like a scarf in feathers, usually shaped like a rope. It looks like a snake, hence the name boa.

Again I'm exposing my knowledge of women's clothes a bit too much here...

I once bought what I thought was a hat, and was told by the assistant it was a 'fascinator'. It's just a bit of net and a few feathers to be worn on the head - held in place by a comb.
