They are probably just trying to get into the papers for some other reason besides showing that they don't wear panties, or that they are getting trashed!

Well according to TMZ , it's because Britney was photographed without underwear and everyone blamed it on Paris and said she was a horrible person for Britney to hang around. So Britney and her managers agreed that she shouldn't hang around Paris anymore and it made Paris upset that everyone was blaming Britney's wild behavior and not wearing underwear on her and how Britney dissed her by telling her she wasn't going to hangout wih her anymore.

paris and brit were hanging out and brit kept drinking like a fish and opening her legs and showing off her crotch to the paparazzi and then brit's publicist had her write a letter to paris saying they couldn't hang out in public anymore and then paris fired back about how brit never thinks before she acts. i swear this is true i learned about it on egotastic.com
