Water heater manufacturers recommend draining a few gallons of water from the bottom of the tank once a month. I have found that once a year is probably just as good unless you have a particularly dirty water source. At the bottom of the water heater there is a hose bibb, just place a bucket beneath it and open the valve. This will remove the mud that has accumulated on the bottom of the tank and will speed up the recovery rate of your water heater.

you may have calcium deposits inside of the water heater or your heater is shot of old age . Probably need a plumber to come and look at it to be safe.
if you mean the water kettle on the stovetop ,turn up the heat or get a new kettle

Water heaters have 2 heating elements (if your water heater is electric). One is probably bad.

Heating by gas Central heating? or electric immersion?
By gas C/H, time for a new tank (£180)
By Immersion, go get new immersion elements (£20)
causes.... limescale buildup if C/H. dead element if Electric Immersion.
