A few years back, o2 didn't network-lock their pay and go phones. Is that still the case?

o2 always lock their PAYG phones however they are one of teh networks which do not lock thier contract phones

They do lock them these days as they come set up with o2 settings etc, and putting in a different sim will make the phone prompt you for a unlocking code or subsidy code.

all phones offered from carphone warehouse are locked to the community the phone become offered for... i attempted to purchase an unlocked telephone from there and it would have fee me double for both settlement or pay as you pass

in ireland they lock them
