"not able to answer me' is a bit vague. Is he physically(orally) challenged? or rather backward in communication. If it is the former one , needless to say that he is to be shown to a speech therapist like. Let us not hope so. If it is later, join him in play school for initial socialising and subsequently if he acquires good mix-up join him into whatever best school available to you.Finally, after all, let the three yrs.kid enjoy along with you the child age and the niceties of that stage. Please do no push or force him into academics. Because in this IT age no kid is backward like. The generation is great. Please do not worry.Good luck.

The answer would not be to put him in CBSE.
The CBSE is tougher than state board or matric. So the best way to proceed with your son would be to EXPLAIN everyything to him.
Because UNDERSTANDING is the key to obtain good results in academics. Also make sure that your son reads his lessons and WRITES. Math should be worked out. There is no point in blindly Mugging the text.

why should you think that your child is not answering at first send him to a school to learn basics then you can come to know which one is nessasary either state board or cbse ok
