Democratic government: Government by representation, i.e. you choose your representatives (senate or house), and your representatives choose for you on important decisions that affect the jurisdiction (city, county, state/province, and country). The most common form of a Democratic Government is not a "Democracy", but a Republic. Contrary to Popular opinion, the US is a Republic, not a Democracy.

Non-Democratic government: A government where the people are not represented in every decision. These can range in degree from a Constitutional Monarchy (UK, Spain, Belgium) to Socialism (Switzerland) to Communism (China, N. Korea) to Dictatorship (Cuba) to Tyranny (i.e. Iraq pre-war, also Venezuela in some ways)

In a democratic country, the people get to choose their government by voting, in a non democratic government, the people have no say. In a democratic government, the government is accountable to the people, and in a non democratic system, the people are accountable to the government.

A democratic government is one in which the citizens rule or have the power to elect the government's officials.

There are several types of non-democratic government, each have in common the fact that the citizens have little or no power. Some examples include a single ruler (dictatorship) or a few rulers (oligarchy).

A non democratic political system is one where the demos- the citizenry- does not participate in the decisions made by governors in any way, shape or form.

I think a non demcratic government is more like a dictatorship. Somebody ruling over everything and not asking the opinions of others.
