When there is a community of a few hundred people a Democracy is possible. It is actually possible in such a community for the entire community to be involved in decisions impacting the community. The decision of the majority becomes the rule.

When there is a country of multiple hundreds of millions of people it is not possible for everyone in the country to be knowledgeable about every problem. In such a situation a representative form of government allows people to specialize in understanding particular problems and getting others to allow them to make the decision needed.
