when you say "keep the pictures coming", why do you put "the" before the noun?

I could think of circumstances, but they would be unusual, where you would not use "the". For instance if you were encouraging your parents to continue sending all sorts of things to you you might say, "I'm happy for everything you send; keep information coming, keep pictures coming, keep money coming'. But that is rather contrived as an example. Usually "the" is used simply because the use of articles before nouns is common in English and because it gives a sense that you are talking about specific objects. It is not the concept of "pictures" but actual pictures you wish to see keeping on coming.

because grammer rules says that before every common noun we should use "the". and pictures is a common noun.

Because it's grammatically correct to use "the" that way.
