The first question that pops in my head is. What do you mean by modernization? Technological or social? Political or Environmental? If you are debating this topic, it is very important that you define modernization and what areas you want to debate about. In a general sense, I would argue that modernization is unstoppable as modernization stands on the basis of change. Human kind has been looking to better themselves and to do that, we require change. I think modernization is a healthy and key part of history and human well being. On the flip side, change means that we need to learn to adapt to different ideas and values and it becomes necessary to leave other, older values behind. I recommend that you read the book: "The World is Flat" by Thomas L. Friedman. The book itself talks about a hot topic today- how the socio-economic world has changed in a mere decade and what lead to it.
Once you have understood and defined modernization, you should then develop a "now and then" scenario of family values. And really pick on those values that have changed. And depending on what argument you choose (whether good or bad) develop both the pro and con argument. When I debated in high school having developed both arguments before the debate helped me come up with cross arguments and rebutals. It secured a win for me.
I hope this helps. My personal argument would be that change is necessary and progressive. The only way to stop modernization is for all humans to stop attempting to improve themselves-which would be counter productive and destroy a society even futher. As far as family values are concerned, if modernization has destroyed family values, then I would say that it is a matter of society needing to focus on the issue a lot more.

Im preparing for my debate for this motion now.
Since we havent flip the point, i need to prepare both- government and oppposition.
As government, i totally agree that modernization has destroyed family values.Children and teenagers that are not mature enough will get influenced by the modern invention that carrying a negative message easily. For example, internet, sms, mms, television etc. They can easily get into porn web pages online which is borderless. When parents are busy with their heavy workload, there will be less interaction between parents and their children. This will misleading the children to many social problems which is the root is start from a family values.
How about on the opposition? Since the government proposed that there are varieties of modern invention such as handphone, internet etc, children and parents can communicate easily. It need not wait until parents get home late at night to talk with their children, they can just simply give s short call or send a sms to concern for their children. This is human attitude and their own decision on how to use all these modern inventions. However, modernization has educate us. As an educated parents, they will use all the modern inventions like handphone to communicate, care for their children easily. Furthermore, family values is instilled.

First, determine a frame of reference: what type of modernization you want to talk about, new technologies, new socio-economical environment, new global mixity - or all of them, and in what ways, what are the times you are comparing (middle-age to today, '70ies to today change a lot!)
Second, define your terminology. what is a family? nuclear, extended? get some numbers and statistics, including gender ratio, single to married in rural/city environment, av.ge number of children.
Third, consider what are the "family values". you cannot see if they subsist or are destroyed without knowing what you are talking about.
Fourth, compare. what are the areas where a change can influence your set of values??? Note that at this stage, you have all the elements to go in either direction... :) that is the beauty of debate. Don't forget to give your opinion... nothing worse than a wishy-washy debate.
If you write down all this, you will see quite quickly where you want to drive your essay.
