I think the solution relates to prime numbers... heres why,

-Twice a year is daylight savings....
In the sequence 1,2 the only prime number is one.
-Four times a month we begin a new week...
In the sequence 1,2,3,4 the only prime numbers are one and three. Two prime numbers.
-Seven times a week we start another day.
The sequence 1,2,3,4,5,6,7 has one, three, five, and seven as prime numbers. Four prime numbers.
The typical clock has a face featuring the numbers one through twelve, 1,2,3,4,5,6,7,8,9,10,11,12 so it's prime numbers are one, three, five, seven, nine, and eleven. Six prime numbers.
By the way, a prime number is a natural number that can only be divided evenly by itself, or the number one.
