can this force produce an acceleration if its magnitude is less than the weight of the block of wood?

it will give torque to the mass and hence give rotational and translation both type of motion

it will give torque cuz frictional force will act in opp. direction of forward force
hence a couple will form and provide torque

Yes, I think so, once you've overcome friction - like pushing a car.
