Well, it doesn't make sense, in the English language, boiling water isn't refered to as an "a" boiling water, the boiling water part would describe the thing, like a pot of boiling water, or whatknot.
Do you mean to hold boiling water? Well, yeah, grab the handle.

Yes you can hold any type of water if its in a pot or container, and without oone, you can hold it for a specific amount of time. But since boiling water is around 100 degrees celcius, it would probably be impossible to hold it without a pot considering the fact you will "cook yourself"

It is not logical to think that you would want to hold boiling water in your hand.

I believe your question is in reference to instructions in a recipe that says to bring the pot of water to full boil, then "hold boil" for 1 full minute -

to hold boiling water at a boil - you have to hold (maintain) the heat (or the temperature of burner on the range) under the pot at a temperature sufficient to keep the water boiling and not boil the pot over.

When the highest temperature of the burner element is used to bring the water to a full boil - you may have to reduce the heat slightly to hold the boil and to prevent boiling the pot over.

Yes. It is possible as boiling point of water is directly related with atmospheric pressure, you can have water boiling at different temperatures.

Yes, you can hold boiling water. In a pot, or also in your hands. However, holding it in your hands will lead to severe burns
