Straight girls look at other girls' boobs ALL THE TIME! They wonder if they are real, if they are fake then who did them, compare them to their own, try to determine if the other girls are wearing push-up or padded bras, etc. When one girl is staring at other girl(s) that is probably the least significant indicator as to her sexuality. I hate to say it but females are often evaluating other people's appearances - their hair, their bodies, their clothes. It doesn't mean much of anything.

perhaps she just thinks they are nice boobs? Just because you look at booobs doesnt mean you are bi or les. I look at a nice looking mans chest and appreciate its beauty, but that doesnt mean i want to fck them!
