Looks like Kiran Shah to me. I've added his IMDB entry and offical website below. He was 'Hobbit double' to Elijah Wood in Lord of the Rings and also played in the 2005 Narnia film.

My answer: - Sir, Since I am more of a studious type and was deeply involved with studding for this exam I did not pay too much heed to the car problem...I sat in the car screaming my head off at my friend for the unfortunate flat tyre incident that was going to make us miss the exam. Not once did it occur to me to ask my friend which tyre was flat, as such you are requested to consider the answer given by my friend as the right answer. Lecturer smart, myself SMARTER!!! Ha! Ha! Ha! Ha! Ha! Ha! Ha! Ha! Ha! Ha! Ha! Ha! LOL!!!
