If you take a fraction such as 1/3 and divide it by a number, say 2, you have 1/3/2. You should be able to see that 1/3 divided by 2 is half of a third, or 1/6. 1/3/2 is the same as 1/3*1/2. Apply the same process to your fraction, in two steps.

m^2/9/m^4/18 is the same as m^2/9 * 1/m^4 * 1/18
= m^2 * 1 * 1 / 9 * m^4 * 18
divide top and bottom by m^2
=1 / 9 * m^2 * 18
(9 * 18 = 162)
simplified...
=1/162m^2

If you mean (m^2 / 9) / (m^4 / 18), then you can rewrite it as the product of the first term and the reciprocal of the latter,

(m^2 / 9) * (18 / m^4)

= 18m^2 / 9m^4

= 2 / m^2,

cancelling out the factors 9 and m^2 from the top and bottom.
