You asked him for his opinion about your project, and he said it was good. That is a compliment. You didn't ask him what he thought of your abilities, but he gave his opinion about them anyway, thereby changing the direction of the subject, which is the same thing as interrupting a conversation. That could be considered an insult.

Could mean that compared to what other people's projects are, or what they may be, it's good.
Compared to the full potential of yourself, you probably could have done better.
What's most important is not that you spend this time thinking about whether it was a compliment or not, but that you take this time to think of how you could have made or done it better.

Well, it is an insult 'coz he/she knows you better than yourself!!
And can be a compliment 'coz on the bright side he/she told you inderectly that you can do much better than that project only thing is that you felt lazy that time or ran out of ideas.
Actually it depends on how you interpret it!!

compliment, because he told you the potential that you can be more than what you have done...
how will you look at it... is up to you...
in the insult I would ask what can I improve...
in the compliment I would say thanks and I will do my best...
