It depends on what you're talking about. Auditors will often draw on outside expertise in audits for costing. For example, if I were auditing a jewelry manufacturer, I might hire an expert in costing diamonds.

For a pension, I will probably hire "actuaries" who are experts at making future estimates of salaries, medical benefits, life expectancies, etc.

A Costings expert is one who can accurately calculate how much it will cost to produce something - eg. a building - a restaurant meal - an item of clothing.

Well it is not Tony Blair or Gordon Brown. I think it is the rest of the population who are cost counting experts.
