a policy is a description of a current process. A strategy is a plan for future processes. Strategy should influence policy.

A strategy is a plan to get to a certain point, eg the way in which you intend to expand your market - a policy is a tested method already in place. Basically, a strategy is what you want to to, a policy is something that you do already.
