My best female friend was telling me .(.and I'm not trying to be gross) that she thinks that a peice of her inner vaginal lips ripped because she says there is a small peiece of skin just hanging down from her inner lip..like, its not connected anymore but says its not painful very often..I said that it may be a "skin tag" is this what its called or is it called something else?

When it comes to women's health issues, I recommend going to a doctor asap if there is something that is concerning her. If the person in question lacks funds to seek medical attention, then turn to your local health department. They have trained medical personnel who can help the person in question. It's better that they inform your friend whether it's serious or nothing to worry about at all.

Anyone who gives you medical advice on here cannot be held accountable if something bad should come out of this situation. Leave the medical stuff to the medical people. It's the only way you can ensure you're getting proper attention.
I wish you the very best of luck and good health!

The piece of inner skin that goes around the inner vagina itself is called a hymen and it can break for a number of reasons including a fall or child birth. As one of the other posters said though your friend that she needs to consult a dr to make sure that everything is ok.
