The saying refers to "Beauty is in the eye of the beholder". There are some things one person will adore, when someone else detests it. Art is opinion, and people who say, I don't know much about art are stating that they are not up to date so to speak with what critics consider art, but they know what they like, meaning they are forming their own opinion despite what others judgments are.

pseudo intellectuals or some one fishing for compliments. "I don't know much about art but i know what i like" and then you are supposed to reply "oh but i think you know a lot about everything" or words to that effect.
