Ok, so you have 256Mb of memory, that is not enough memory. You need to buy and install more memory.
I would suggest a minimum of 512Mb, 1 gig would be ideal.

I think all the answers are putting out the single point which is if you have Less RAM the Hard Disk would be used more and you would get more Sound from the Hard Disk.
So every one suggested to increase the RAM.
But one thing i have obserevd in your question is that u said you changed 3 hard disks but the Noise remained.
So what kind of noise you are talking about. The hard disk spindle rotates at 5400 or 7200 Rotations Per Minute as per the specification of your Hard Disk.
So hard disks will make some hissing sound. If you hear sharp distinct sounds with non regular intervals that says that the hard disk mechanism is failing and you would have a dead hard disk soon.
How are you attaching the hard disk to the cabinet. If you are not connecting it properly i mean not using 4 screws the hard disk can vibrate aginst the wall of the cabinet and cause a constant sound.
Try to fix the hard disk peoperly and check if that helps.
Its a wild guess. i didnt mean to say u didnt fix it right.
There may be noice is the panel which takes the hard disk is not firmly attached to the cabinet.

The hard drive is being used as virtual memory when you're memory is at a premium.
When Windows starts to run low on memory it pages parts of Windows memory out to the hard drive. That's why all the noise.
Get rid of some stuff on the drive and defrag the drive.

Yeah, it'll make more noise. It's using the paging file (Pagefile.sys) as virtual memory. It's typically several hundred times slower than your RAM, so this isn't great if it happens often.
As suggested, get a cheap upgrade of RAM and you'll be fine.

make the swap file bigger, 2-3 time the amount of physical ram,
system/ advanced/performance/advanced/virtual memory/paging file size/change to...
make initial 256 ram and max 2-3 times that figure or higher 1024 is nice, if you have hdd bigger than say 20 gig., delete temp files and cookies etc.depending on hdd space u can make as big as you want but rule of thumb is 2-3 x ram...

Plain and simple! As others have stated, the less ram you have, the more often your hard drive is accessed to load data! You will here more hard drive activity! If your hard drive is making unusual noises tho, its a sign that the hard drive is gettin ready to take a dump!

My guess is that it is either just a loud hardrive model, or your ram is so low that windows is constantly using your page file to compensate. What I mean by that is, your computer has no memory left, so windows is having to try to use your hardrive as memory.

Yes...Hard drive will be a little nosier when you get low on memory because once your low on memory, your hard drive becomes. virual memory. Causing it too work more therefore a little bit louder also. Hope that helped.
