It depends on what it's for. Is it accommodation and meals only? or a conference , wedding party , tour party. Many budget hotels will offer rooms for 30 people - no problem.
However, I think it's better if you check this directly with hotels since they may offer a special package rate. You can always compare the prices with one of the big hotel websites, such as the one listed below to check that you have the best prices, but don't expect the hotel to sell all of it's hotels at these rates, since they are much cheaper than the regular discount rates.

U can try contact hilton hotel in PJ.. or armada hotel.
they do offer great rates for package traveller..
