Well
I have during the last 6 years lived in Tokyo; Scotland; Paris in France and Denmark.
AND
now in Bangkok, Thailand
my experience tells me that the most expensive place among those are Bangkok followed by Scotland,Denmark and as the cheapest places to live Paris-Tokyo, with Tokyo as maybe a bit cheaper but generally the same.

I agree with Looking for the Truth.
An "expensive" city depends on how you live.
If you have a modest salary and you live modestly (And was satified with it) then you wouldn't have any problems.
Although I do agree Tokyo is expensive.
But then again, the quality that you get in Japan is also high.
So you get what you pay for in my opinion.
If you think about it, there are far more people living in poverty in the US than in Japan. So even if the price of everything in Japan is high, if you can get a high enough salary and get by without living in poverty then technically it isn't "expensive" at all.

Tokyo is more expensive than Osaka.
Moscow was judged the world's most expensive city in 2006, based on the cost of sending expat staff abroad and setting them up with the essentials in that city.

By who's standard? Expensive is so relative as is Cheap. If you live within your means, no city is expensive. If not, every city is expensive.
But for me, I say Tokyo, because Tokyo is reality for me. I will probably never go to Moscow so that is not even on my radar.
The question can be answered with a "You decide".
