If I were to decide I did not want to buy or rent a house on the grounds that they are too expensive.
I decide to live in a caravan camper van or a canal boat so that my bank ballance comes back up really fast, does this make me a Gypsy?
And if not, how long do I have to live like this or how many children do I have to have before I become one?

Or would I just be a new age traveller?
Is there really a difference?

I am seeing the word "New Age Traveller" popping up.

That is what you would be.

You are most likely referring to Rromani when you say "Gypsy".

If you are not born a Rromani, you are not going to be one. I was born one, my genetic code says I am one, and, regardless what I do, I am Rromani.

I live in a house, and I am Rromani. I could live in a tent, and I am Rromani. I could be a fortune teller, and I am Rromani. I could teach school, and I am Rromani. I could dress and act Japanese, and I am still Rromani.

Translation: you cannot become a Gypsy.

I cannot tell you how annoying it is for someone to come up to a Rromani, all gussied up like a "Gypsy" with their new camper behind them and say....

"I am a Gypsy just like you! See? I just had to let my spirit Freeeeeeeeeeeee..."

Gypsy, or Roma, are an ethnic group, so if you're not born a Gypsy then you really don't have any hope of becoming one, sorry.
