since the birth of humans, family (in a sense of the people you're with all the time and the people you support and support on) has always been around; family (in a sense of obeying the elders) was introduced to instill order in government (which is pretty much a family structure, just without the blood relation)

Family is not an idea, it is instinct. Humans live in families, also animals (call it a herd, a bank of fishes, wolfpack or pack of dogs etc.).
The basic functions of families are to protect and educate the young, to be stronger as a group than as so many individuals, to help each other hunting, etc. or to frighten a predator (in the case of fishes, sharks will never attack in the middle of a school, for ex.)

the "idea" wasn't "introduced": it just kinda happened. The social unit based on genetics seems to be a trait not only of the human species, but also of many different species of animal.
