That is, why SEBI allows a lot of individuals with tremendous volume of money to indulge in and earn through trading and speculation alone in Equity Shares? Please note I am not talking about people who trade with investment motive.

When you yourselves are justifying the trade with investment motive ~ your question has no relevance. Its very simple fact that it is not just possible to identify the motive of an action for any regulator. I mean to say that regulator can stipulate rules of the trade but he can't control the motive behind the trade. That is why there is not discrimination between a trader with investment motive and a trader with speculative motive.
