i am a mech engineer with 58% agree marks, will i get visa to usa, or not if i have good scores in gre ,toefl.

i heard that in visa interview , the inter viewer will check how many back logs , and used to reject the visa . is that right, is the intrviewer will give any importance for marks of b,tech and backlogs by the time of doing btech.
