I am actually in the same boat right now. My brother and I aren't speaking, but I do want to give him something for Valentine's Day. We have done it every year, and I don't believe that this year will be any different. I love him with all my heart, and love trumps any other feeling.
Therefore I say that you should give them a card. If you love them, it doesn't matter how upset you are with them. Love is the most dominate emotion out there.

it depends on what they did and what relationship they are to you, i would say most definitely if it is your mother, father, sister, brother, etc... close relatives. if it is a cousin then no. even if they did the most horrible thing to you, you should still show kindness and love. remember no matter what they do to you or you do to them you are always family and you cannot replace them. love them with all your heart every day and be happy that they are here with you now don't dread over stupid stuff because it can only take a sec to lose the ones that are close to you. don't feel like you have to give in obligation give because you care and love that person. guaranteed that if you give them a heart felt card with a note inside telling them that no matter what they did you will love them for the rest of YOUR life, they will probably forget what they or you did. remember you are NOT guaranteed tomorrow.

Sounds like there's more than meets the eye here. It would be easy to say forgive and forget, but if this situation seems to be a chronic one, then what would be the purpose. It would only serve to mask the underlying problem. Try looking in the eye of the ubsurdity, it might be you that is the offender.
