...corrupt system, corrupt people... welcome to Philippine Customs...
I bought books from Amazon.co.jp worth worth P3000 using EMS with DHL as my courier. When the package arrived two days later, I was the CUSTOMS charged me a whopping P2000! Why do they charge so much?

you just answered your own question..

the philippine customs is among the top corrupt government offices in the philippines, along with the public works and highways. sad to say there is nothing much we can do to resolve this, the philippines is listed among the most corrupt politics in the world.
