You could certainly write a new one. Most applicants don't, because of the extra work involved. If you do write a new paper (or even if you choose an old one), make sure your paper demonstrates your familiarity with theory and method in your area of study. That will make a very good impression.

Also, be sure to proofread carefully. You'd be surprised by how many applicants submit papers with typos or bad grammar.
