electric fences are set up to have power surges usually on either a 5 or 10 second delay. If it doesnt have a smoothhesitating surging sound to it then somewhere along the fence line there could possibility be some weeds touching it or a very tiny crack in the wire(which is really hard to find/locate)

Re: the faucet. Are you on a well? If that is the case, it is very possible there was a voltage drop. Sometimes this causes one of the 60 volt 'legs' of the 120 volts of your house to cut out, possibly shutting off the heavier appliances, including your well pump. If power came back on or surged, any of a slew of things could have gone awry. If anything got caught in the fence that could have caused a more localized problem, but it is most likely everyone connected to the same step-down transformer. Did neighbors have a similar problem? If it keeps up, call the power company.

I imagine it has something to do with one of the fence wires vibrating or arching. If it's vibrating (due to electromagnetic inductance), you can try securing the wire. It shouldn't be any major problem.

If it's arching, call your local electrician or the fence maintenance guy sooner rather than later as it could start a fire.

I'm sure there are other causes for the buzzing, but I'm not sure what those are.
