If caught he should be punished by the countless number of people that were affected by his chaos. Just like Sadam. Except, I believe, He has made a continuous confession of His involvement. So no long trial for him should take place.
If I were the soldier to catch him. My gun would accidentally discharge. That would save the most moeny.
