At the lowest level you have the federal appeals court presided over by one federal judge.
Then you have the federal district court of appeals presided over by three federal judges. Of which if I remember right there are seven districts or circuits in Continental U.S.
Then you have the Supreme Court. the last and final step in the appeals process. They are the final word.

The Court of Appeals of whichever Circuit has jurisdiction over the case in the vast majority of cases. I think there may be a few exceptions, such as courts of special jurisdiction like the FISA court, but I'm not sure.
