"d pas" is not a french word. "Pas" is one, it means "not" or "step". The letter "d" just in front of if means nothing. It is like you would ask if "d not" is a word in English.

NOW, if you're writing something you may have heard, then, it could be "dis pas" which would means "don't say". The correct form would be "ne dis pas" or "ne le dis pas" but sometimes kids will use the form without "ne", talking to somebody who's going to reveal a secret that they do not want to be revealed...

Another possible theory: phonetically, “d pas” could also be “Dix pas” (same pronunciation as “dis pas”) and in that case it would mean: “ten steps”. Could be walking steps or stairs steps…

The context in which you heard that would be useful to really determine what it means.

No. It isn't.

"Pas" can mean not, as in "elle est pas contente" or "she is not happy"

or it is used in every negative sentence... "je n'ai pas le temps" or "i don't have the time"

ne pas is the expression.

d means nothing...

de, du, des, etc, do mean something... but de pas still means nothing.

Hope that helped. ^^
